Call 901-457-2310 or email building_codes@colliervilletn.gov. Contractors and homeowners can apply for most permits, and for fence permits, through the town’s iWorQ online portal.

What needs a permit

The town’s codes FAQ and home improvement guide list these:

Project Permit?
New house Yes; a homeowner acting as general contractor files a homeowner affidavit
Addition (heated or unheated space) Yes, with a sketch and a plot plan showing distances to property lines
Detached garage, storage building, pergola, pool house Yes, as an accessory structure
Swimming pool or spa Yes
Fence Yes, in most cases
Retaining wall Yes, every one; walls over 48 inches also need plans
New roof No permit, but the work must meet the codes
Siding No, unless the house is in the Historic District
Painting, flooring, cabinets, counters No; normal maintenance and finish work are exempt

Homeowners may pull their own building permits for much of this work, but a state or county licensed contractor must do all mechanical, plumbing and electrical work. A permit lapses if work does not start within six months or stops for six months.

Inspections: call 901-457-2310, email the division or book through the portal. The town says 97% of inspections happen the day they are requested for; most are next-day.

Power or gas off more than 90 days? Apply in person for a meter put-back permit; the town inspects, then notifies Memphis Light, Gas and Water to restore service.

Moving pods: a temporary storage container may sit on the paved driveway for up to seven days in a row during a move, with a temporary storage container permit.

Fences

  • A new or replacement fence needs a permit; so does rebuilding more than half of an existing fence.
  • The fee is $50, and it doubles if the fence is built without a permit.
  • Submit a plan showing the fence location. The town’s mapping tool can draw one.
  • New chain link and some other fence types are not allowed.
  • Staff approve most fence permits; fences are inspected after they go up.

Zoning, the map and development cases

Zoning in Collierville is set by the Board of Mayor and Aldermen, on recommendations from the Planning Commission. The town’s zoning map (PDF) and future and existing land use maps are in its map gallery. Active rezonings, site plans and subdivisions are on the development activity page, which links an online map and neighborhood meeting notices.

Property in the downtown Historic District needs approval from the Historic District Commission for new buildings, additions, demolitions and exterior changes that can be seen from the street.
